<p>Gun laws in the United States vary from state to state and are independent of, existing federal laws. Some U.S. states have also created assault weapon bans that are independent of, the federal assault weapons ban. The state level bans vary significantly in their form, content, and level of restriction. Forty four states have a provision in their state constitutions similar to the Second Amendment of the Bill of Rights. Exceptions to this gun law provision are California, Iowa, Maryland, Minnesota, New Jersey, and New York.</p>
<p>Gun law states that those with a license to carry a gun are subject to the gun laws of the state they are in, not the state in which the permit was issued. Reciprocity between states exists for certain licenses, such as concealed carry permits. These are recognized on a state-by-state basis. For example, Arizona recognizes a Nevada permit, but Nevada does not recognize an Arizona permit. Florida gun laws allow the state to  issue a license to carry both concealed weapons and firearms, but others license only the concealed carry of firearms.</p>
<p>Some states do not recognize out of state permits to carry a firearm at all, so it is important to understand the gun laws of each state when traveling with a handgun. When planning a trip it can be very confusing to match the concealed carry weapon permit to the state gun laws. In many cases, state gun law can be considerably less restrictive than federal gun law. This does not offer any immunity against prosecution for violations of the federal gun laws. However, state and local police departments are not legally obligated to enforce federal gun law and usually do not. In the United Sates, each state is allowed to make their own laws and restrictions on guns.</p>
<p>In Massachusetts, a person is required to pass gun safety course before being issued a license to carry which is required to acquire and operate a gun legally. All applicants must go through the Massachusetts State Police Department to be allowed to legally use a gun. All of the paperwork, fees, and fingerprints are taken at the station to ensure safety. In the state all gun owners are to use the guns for protection, and sporting only. The collecting of guns is only allowed when there is a significant reason to do so.</p>
<p>For example, a person may not collect  guns just to have more of them, they must need it for historical purposes, lecturing, display, or testing. These gun laws are strict in this area because not much hunting goes on here. In a state that is big on hunting gun law is a lot more lenient. The United States as a whole has worked diligently to harden the gun laws across the nation. Most states restrict the casual selling of guns between parties, and require businesses to be licensed to deal guns in a given state. The state is the regulator in how specifically a person can go about operating such a business. The purpose of gun law is to regulate, and protect innocent people from harm.</p>

<p>Concealed carry laws are used to regulate how many citizens are allowed to carry hidden weapons. The different rules regarding this law differ from state to state. State laws are what regulate concealed carry regulations. In some states citizens are allowed to use weapons in a concealed manner. The state specifies which weapons are acceptable in this manner, and those that are not. Concealed to carry laws enforce more restrictive policies regarding weapons. Some states believe that citizen gun rights need to be recognized. In these states the concealed carry laws may be more liberal. Other states are very conservative and believe that a citizen must keep their weapon visible for the public to see.<br />
These to opposing views offer different protections. If citizens are allowed to participate in concealed carry, then authorities have no idea who is carrying a weapon. In the event of a crime or self defense, the citizen may go through unnecessary procedures regarding the legitimacy of that weapon. If citizens are forced to carry a weapon in a visible fashion, attackers, victims, and authorities would be aware that they had a weapon. Each state controls concealed carry laws by placing themselves into four categories. They include; no issue, may issue, shall issue, and unrestricted.</p>
<p>No issue concealed carry means that hidden weapons are not allowed in the state. The law regarding this stance exists in states like Washington D.C., Illinois, and Wisconsin. May issue concealed carry means that citizens may be granted the right to carry a concealed weapon , after obtaining a permit. States like Alabama, California, Delaware, Hawaii, Iowa, Maryland, Massachusetts, New Jersey, New York, and Rhode Island have incorporated the may issue stance on concealed carry laws. Some of these states provide specific stipulations regarding permits and leave some of the decision making to local country or city officials.</p>
<p>The shall issue concealed carry means that citizens are required to obtain a permit also, however the decision is made based on the law itself. Whatever the state legislation requires as guidelines, is upheld. The permits are issued to everyone who meets the requirements, leaving out any bias from authorities. States that use this method include, Alaska, Arizona, Arkansas, Colorado, Connecticut, Florida, Georgia, Hawaii, Idaho, Indiana, Iowa, Kansas, Kentucky, Louisiana, Maine, Michigan, Minnesota, Mississippi, Missouri, Montana, Nebraska, Nevada, New Hampshire, New Mexico, North Carolina, North Dakota, Ohio, Oklahoma, Oregon, Pennsylvania, South Carolina, South Dakota, Tennessee, Texas, Utah, Virginia, Washington, West Virginia, and Wyoming. This stance is the most popular among all four, with thirty seven of the United States using shall issue laws.</p>
<p>Unrestricted concealed to carry is when citizens do not have to obtain a permit to carry a concealed weapon. Three states including Alaska, Arizona, and Vermont use this method for regulations. In Arizona, the law has been created but not issued into practice. Arizona and Arizona also have a shall issue method into effect regarding concealed to carry laws. Vermont is the only state that follows a unrestricted stance on its own.</p>

<p>Gun licenses are a form of regulation that both federal and state governments use. Federal governments issue a federal firearm license to individuals who plan on importing, manufacturing, or selling weapons to the public. Individuals that receive this type of gun license are able to sell within state lines, and across them as well. While the federal government allows individuals to obtain this type of license, they are obligated to oblige by both federal and state laws. State laws regulate licenses that are issued for specific things like concealed to carry, self defense, distribution, and recreation.</p>
<p>The different types of federal firearm licenses differ based on how the individual plans to use the license and weapon. Their are eleven different types of gun licenses issued by the federal government. One type is the most basic which allows license holders to distribute all weapons other than bombs, explosives, or other destructive weapons. Another type of gun license is mediocre in that the license holder can import weapons. These weapons include firearms, and some explosives. The most extreme type of gun license is one that allows the license holder to import and then distribute any explosive devices, or ingredients used to make a destructive weapon. These citizens must have special clearance, and register with a government regulator.</p>
<p>State licensing is are issued for different purposes than the federal gun licenses are. In some states in order to obtain a gun license, citizens must enroll and complete a gun safety and usage course. These courses are geared toward awareness of the dangers associated with guns. In addition, these courses teach citizens how to secure guns, and keep the risk of fatality low. Some licenses needed in order to purchase a gun, and others are needed to use it. States decide whether a license is needed to purchase, carry, use, or the latter. A gun license allows the state a chance to inform the public who holds guns throughout neighborhoods and communities. State gun licenses are issued based off of class as well. For example, a class B weapon may be regulated differently than a class A weapon. A gun license may be needed for automatic weapons, or more powerful weapons, like rifles. In some states licenses are needed in order to transport weapons in vehicles. States issue licenses categorically in order to organize the guidelines so that every citizen understands what each license allows or restricts.</p>
<p>In most states, gun licenses are needed to hunt an participate in recreational gun sports. Guns used for hunting are specific in each state, and they usually have to be carried unloaded. It is harder for non residential citizens to obtain a license in a state they are visiting. Typically, in when used for hunting purposes, licenses will cost more money for non-residents. It is illegal in most states for aliens, or illegal citizens of the United States to carry, distribute, or use a gun. However, in other states, as long as aliens apply with the state department, they can legally obtain a gun license.</p>

<p>Gun Control is an issue that is controversial throughout congress. Many legislatures are displaced at opposite ends of the spectrum regarding gun control. Those in favor of gun control believe that more regulation will lower the use of guns by convicted felons, illegal immigrants, juvenile delinquents, and other dangerous individuals. These individuals side with gun control regulation from federal government. Since federal violations usually offer stricter punishments, the federal laws should dictate gun control. Their gun control debate would take the power away from the state, and allow federal government to change legislation. Those in favor of gun control are aiming toward prohibition of firearms, or necessary registration within states and federal guidelines.</p>
<p>Individuals on the opposing side of the gun control debate argue that federal regulation would eliminate the constitution right for citizens to bare arms. The opposing side believe strongly that new regulations would not keep weapons out of the hands of convicted felons, illegal immigrants, juvenile delinquents, and other dangerous individuals. In fact, they believe it will encourage the behavior even more. The opposing side of gun control feels that federal regulation would create bigger obstacles for non dangerous citizens. Hunting and other recreational sports would be harder to participate in. In addition, these regulations are another way in which government can control the citizens of the United States. The more people are allowed to freely carry guns, the less likely government is to gain complete control.</p>
<p>Currently the gun control debate surrounds federal legislation. The first legislative piece is The National Firearms Act of 1934. This act controls citizens right to obtain a gun without first having it registered. In addition, the tax options regarding machine guns and long guns. Another act regulating gun control is The Gun Control Act of 1968. This act regulates the distribution, importing, and transferring of a weapon from one citizen to the next. In this particular act, gun control covers children, criminals, businesses, and state as well as national borders. Many anti supporters believe that these statutes already regulate the most important features of gun control. In addition, states should be left to regulate the rest. For pro gun control supporters, after states take create statutes, some leave discretion to the local authorities. They argue that stopping regulation at the federal level, will allow every state to operate the same.</p>
<p>The gun control debate sparks other controversial issues such as constitutional rights, tyranny, and discrimination. Both sides of gun control makes sense to some degree. Historically, laws in the United States have trickled down through all three levels of government. This left room for checks and balances to occur. However, over the years, federal involvement has increased. In some instances, like gun control, this involvement has encouraged positive results. On the contrary, giving sole regulation to the federal government could possibly exhaust federal authorities. For these reasons the gun control debate is unsolved, and present within the United States. To argue both sides, people often use crime statistics to show the need for revisions. Individuals that fall in the middle of the gun control debate recommend finding a compromise that meets in the middle, to ensure the safety of American citizens.</p>

<p>Currently the United States regulated gun control laws on both federal and state levels. The federal government regulates gun control law in two ways. The first way is by regulating automatic weapons. The second way is by forcing every distributor of guns to be registered with the federal government. Both of these regulations restrict convicted felons from purchasing, selling, and using guns. By 1986 the federal government had enacted two pieces of significant pieces of legislation on gun control laws. The first in 1934, is known as the National Firearms Act. The second in 1986, is known as the Gun Control Act. These two acts combined, changed gun control laws so that convicted felons, businesses, children, delinquents, mentally ill, and drug addicted individuals are not allowed to purchase, sell, carry, or use a gun. After 1968 any violation under this act was recognized as a federal crime. Within the acts lie penalties that are strict in nature. In the year 1990, the manufacturing of automatic, and semi automatics were written into gun control laws. The law prohibits imports of these gun types into the United States.</p>
<p>Gun control has been revamped ever since congress implemented the Brady Bill. This bill was enacted after the attempted assassination of president Ronald Reagan. When the president was almost killed, a reporter was injured, hence the name Brady Bill. Under gun control law, consumers of handguns had to wait five days until they received their firearm. During this five day period, background checks were conducted on behalf of the consumer. This was an attempt to prevent people from purchasing a gun right before committing a crime. In addition, this made it harder for criminals to obtain guns so easy. Gun control laws have been changed since then, and these stipulations have been taken out. Today background check are still conducted, however the waiting period has been lifted.</p>
<p>Gun control laws are often revised during times of panic or need. During sensitive times, like when President Reagan was almost assassinated, emergency revisions are made to protect public safety. However the gun control law is usually appealed and revised so that is Constitutionally acceptable among the population. In each state, gun control law is regulated specifically for that state. Most states offer restrictions on specific types of guns, and their functions. For example, a state may allow a semi automatic weapon to be used for hunting, but when it is used for personal use, it may be banned. State gun control laws may leave discretion up to the local officials, like police, firemen, and government administrators. However, in most states, gun laws are outlined, and followed by every locale in the same fashion. This alleviates bias, and discrimination from occurring due to discretion. The most important aspect of gun control law within states is accessibility. States have enacted laws that make unsecured guns illegal. Meaning that if a child or another person other than the gun owner can access the weapon, then the owner is subject to legal penalties.</p>

<p>Gun control legislation has set out to make communities, and neighborhoods safer throughout the United States. The main focus has been to keep guns out of the hands of dangerous individuals. In addition to regulating who can purchase guns, the law has been revised to promote gun safety. Specifically, in households where accidents are more likely to happen. For example, some states have made illegal the ability for a non gun owner to access someone&#8217;s gun. Children have become a main focus of this type of gun safety, since they are overwhelmingly the individuals effected by accessibility. If an injury occurs because a gun was left unattended or out in the open, the gun owner is liable under gun safety revision.</p>
<p>Gun control also focuses on education in most states. Training classes are offered in order to help citizens learn how to handle guns. In addition, citizens will learn the proper procedures of gun safety that will help protect them and their family. Since the passing of the Brady Bill, more guns have been kept out of the hands of dangerous citizens. Dangerous citizens are a direct threat to gun safety. Many point the finger to society, media, and parenting. Video games and movies promote gun use by making it a fun game to participate in. In these situations, children have gained access to guns, which violates gun safety regulations.</p>
<p>Gun control supporters believe that if parents were to secure their weapons, the safety of their children would increase. In addition, if parents spoke to children about how guns should be used appropriately, like for self defense, or recreation, than gun safety would increase as well. Some gun safety suggestions include the use of trigger locks, an increase in the legal purchasing age, and a cap on distribution of guns. Opposing sides of gun control believe that these ideas are a move toward tyranny, in which the federal government will overtake all individuals. The current state regulations would be null and void, and a citizens right to bare arms will be violated. For example, they have highlighted the fact that the use of guns as a crime deterrent is used more often by gun owners. This statistic is higher than that of crimes related to guns.</p>
<p>The National Rifle Association makes it difficult for gun control supporters to draft up legislation on the issues of gun safety. Gun opponents campaign on behalf of all the hunters, and protectors in the world. If guns were restricted, than recreational sports would dwindle in numbers, and people would be more susceptible to crime involving guns.</p>

<p>Hand gun laws are left to states to regulate. Each state offers different stipulations within their laws. Hand gun regulates the distributions, carrying, and use of hand guns. Across the United States individuals can obtain a gun after the age of eighteen. In some states however, restrictions within hand gun laws dictate which guns are allowed to be carried by citizens that are eighteen years of age. Many experts believe that a need for more government regulation exists, and its implementation will deter crime. Supporters of more lenient hand gun laws, believe that having possession of a hand gun deters crime significantly on its own. The debate about hand gun laws has gone on since the federal acts were implemented back in the nineteen hundreds. The most concrete right that makes it hard for federal government to regulate hand gun law, is the right for all citizens to bare arms. Every time a federal is revised, it is reversed if it violates this right.</p>
<p>The checks and balances has always worked to deter tyranny from corrupting the United States government over the years, and it continues to do so. In an effort to relieve federal control the current president, Barack Obama, has placed more responsibility on the state to regulate hand gun law. In this way, federal only applies when it is necessary, and states gain back control of their citizens. In states like Arizona and Wyoming, hand gun laws are being discussed in order to rid the need for permits. These debates can change and gun law throughout other states as well. The mandatory need to provide permits has made it harder for criminals to posses handguns. Pro gun control supporters are angered by this. In other states like Montana and Tennessee, have elevated federal regulation of firearms completely. This will completely knock out federal jurisdiction unless a crime using a handgun was committed on a federal level.</p>
<p>Hand gun laws in each state cover a wide variety of topic regarding a hand guns. Some states focus on the safety risks that are accompanied with owing a gun. To combat this, hand gun law has outlined safety violations that can result in prison time, license suspension, and complete restriction. This occurs particularly when children are harmed because a lack of security by the gun owner. Hand gun laws also focus on the crime rate of a given state. For example, a state like New York, New Jersey, California, or Michigan may want to make gun laws strict based of their high crime rates. In states where hunting is popular, hand gun laws will generally favor those within the hunting community. The fight for states rights has been controversial, with lawmakers having split decisions on almost all issues. Recently, states have been given the opportunity to shape hand gun law to suite their citizens. Today, each state considers hand gun issues regarding legality, depending on the societal patterns of the citizens within it. Federal governments posses very little power within state laws on gun control.</p>

<p>Gun permits are necessary for a couple of different reasons. In most states, gun permits are needed to purchase a gun. In order to apply for a gun permit a citizen has to go down to their state office. Gun permits are also needed to carry a gun. Now, in some states citizens are allowed to carry a gun in a concealed fashion. On the contrary, there are states that require their citizens to keep weapons out in the open. Gun permits are necessary in order to keep track of how many legal guns exist throughout the community, and how many illegal ones exist as well.</p>
<p>State permits is issued for different purposes than the federal gun permits are. In some states in order to obtain a gun permit, citizens must enroll and complete a gun safety and usage course. These courses are geared toward awareness of the dangers associated with guns. In addition, these courses teach citizens how to secure guns, and keep the risk of fatality low. Some licenses needed in order to purchase a gun, and others are needed to use it. States decide whether a permit is needed to purchase, carry, use, or the latter. A gun permit allows the state a chance to inform the public who holds guns throughout neighborhoods and communities. State gun permits are issued based off of class as well. For example, a class B weapon may be regulated differently than a class A weapon. A gun permit may be needed for automatic weapons, or more powerful weapons, like rifles. In some states licenses are needed in order to transport weapons in vehicles. States issue permits categorically in order to organize the guidelines so that every citizen understands what each license allows or restricts.</p>
<p>In most states, gun permits are needed to hunt an participate in recreational gun sports. Guns used for hunting are specific in each state, and they usually have to be carried unloaded. When used for hunting, permits are allowed in some states for children under eighteen. The stipulation here is that they can be permitted to use a gun while their guardians accompanying them. In addition, they are allowed to use certain hand guns, and  prohibited from owning a gun of any kind. The gun permit is to be for hunting as a sport only. It is harder for non residential citizens to obtain a permit in a state they are visiting. Typically, in when used for hunting purposes, permits will cost more money for non-residents. It is illegal in most states for aliens, or illegal citizens of the United States to carry, distribute, or use a gun. However, in other states, as long as aliens apply with the state department, they can legally obtain a gun permit.</p>

<p>Gun rights in the United States refers to the second amendment right to keep and bare arms. This constitutional right has sparked up much needed debate over the years in American history. People on the side of pro gun rights believe that people should be allowed to keep and carry guns at anytime. Opposition of that view believe that every citizen should not be eligible to carry a gun, due to many different factors. This stance is often reached in support of safety regulations that offer a clear cut way to avoid criminal activity and fatality. Statistics show that those given gun rights are often given them illegally. Specifically meaning that criminals and or dangerous individuals took advantage of the leniency given to distributors in most states due to pro gun rights.</p>
<p>The right to keep and bare arms simply means that every citizen deserves the opportunity to defend themselves. This right to defend oneself is an example of pro gun rights. However, opposition believes that convicted felons, children, mentally impaired, and dangerous individuals should not be awarded this right. The basis for judgment under gun rights, is currently left up to the judges discretion. Civilians are not supposed to use guns for any other reason than self defense or sport. By sport, pro gun rights outline hunting as a constitute. For example in some states gun rights are given to children under the legal age for possession, if they are hunting with their parent or guardian. In these cases the law is bended to support participation in the sport. However, these children are not allowed to own the gun themselves, they may obtain a permit in order to use a gun. Once they turn the legal age, they may benefit off of their gun rights.</p>
<p>Gun rights for military personnel is much different than that of a civilian. The right to bare arms was used exclusively to demonstrate the purpose of guns in the military. Military personnel were expected to fight diligently with these weapons to protect the freedoms of the United States. However, overtime, the law was worked into the Constitution for citizens to take part in. Military are allowed to carry guns because they are properly trained on how to use them. However, if they suffer from mental impairment after service, they under state laws forfeit gun rights until they are stable. Although this is law, it is often overlooked due to the service these individuals provide for the country.</p>
<p>Interest groups throughout the United States have mad pro gun rights an issue in politics. The National Rifle Association is the most common group used in debates about pro gun rights. They are firm believers of the second amendment and argue that federal regulations violate it. In addition, this interest group argues that when citizens carry guns, they deter crime more than if they do not. Statistics have proven that citizens that are responsible when using guns, they work against the crime rate. Some other groups of pro gun rights include, the Gun Owners of America and The Citizens Committee For The Right To Keep and Bare Arms. On the contrary, gun rights oppositions are represented by the Brady Campaign, which works to regulate the number of guns on the streets.</p>
